Drs. H.A. (Huibert) Haccoû (1950) was educated as a political scientist and economist at the Free University of Amsterdam. He worked with large local authorities e.g. Tilburg and Almelo, a province (Gelderland) and the national government (Ministry of Housing Spatial Planning and the Environment ;VROM). Furthermore he participated in an consultancy bureau (Rijnconsult) and an internationally operating engineering firm ( Heidemy Advies – presently Arcadis).

In combination with these jobs, he has always been involved in higher and post academic education. At present he is a professor in urban and regional development and building at the Saxion University for Professional Education which is situated in Deventer.

Besides having the final responsibility for line management, he has also gained experience in establishing and managing of interactive policy development processes in the area of problems of living environments, area development and urban planning. He has been involved in almost all Dutch provinces in the development of environmental policy and the ROM area directed policy.

His professional memberships include:
  • The order of organization experts and advisors (OOA)
  • The Dutch Institute for Urban Planning and Public Housing ( NIROV)
  • The International Federation for Housing and Planning (IFHP), chairman of the International Working Party on Multifunctional & Intensive land use since 2000
  • Founder and member of the editorial staff of Nova Terra, a quarterly publication about renewing urban use since 2000
  • Chairman of the workgroup: Contents of the local authority initiative: sustainable development (GIDO Foundation) 1998 - 2005
  • Society for Public Administration
  • Dutch Circle for Political Sciences
